Calpe Town Council has received this week the special appeal lodged by the second classified company against the award of the contract for the USW collection and street cleaning service. With the lodging of this appeal and as stated in the Public Sector Contracts Law, the formalisation of the contract is suspended until the Central Administrative Court of Contractual Appeals rules.

In the plenary session last May, the contract for the USW collection and street cleaning service was awarded to the company Acciona for 38,738,553.59 € and a 9-year concession period following the proposal made by the Contracting Committee.

Five companies submitted bids to the tender process. A Committee of Experts in the field took part in this procedure, made up of personnel from outside the City Council except one of its members, who was appointed by the municipal plenary. This Committee is the one that analysed the criteria based on value judgements. Following the report of this committee, the committee evaluated the objective criteria by applying the formulas provided for in the Public Sector Contracts Act.

There is no specific deadline for the decision of the Central Administrative Court of Contract Appeals, so there is no way of knowing when the contract can be definitively formalised. In the meantime, the service will continue to be provided on a provisional basis as before.

The acting mayoress, Ana Sala, has pointed out that "my goal has always been to make Calpe the cleanest municipality in Spain, and for this reason, to award this contract as soon as possible in order to improve the service after 30 years in which the service has been outdated. However, for reasons beyond the control of the Town Hall itself, the implementation of the new contract will be delayed".
