Calp is finalising the specifications for the tender of the street cleaning service and the household waste collection service, one of the most economically important contracts for the municipality due to its size and impact, which aims to make Calp a benchmark for cleanliness and sustainability. The specifications will be discussed in the plenary session scheduled for next week.

Although the document is still under discussion, some of the criteria that will govern the award will be both the price of the service and criteria related to the project to deliver the service, so that they get value for money and efficient and effective use of public funds while committing to sustainability.

Criteria such as the provision and operational quality of vehicles and machinery, the quality and intensity of the cleaning schedule, the adequacy of the acoustic and atmospheric emission levels of the vehicles and machinery, the quality of the vehicles in terms of the degree of energy saving and efficiency, and the use of electric vehicles and machinery or energy considered clean.

The reuse and efficient use of water in the services and products used is assessed, as well as their functional suitability for the best possible provision of the service, the quality of the facilities planned for the provision of the service, their operation and maintenance, and the quality of the measures taken to adapt the facilities. The report on the construction of the eco-park and the reduction of public nuisance, especially in terms of noise, is also assessed.

Other criteria included in the document are that 10% of the staff will be formed by hiring people with special difficulties in integrating into the labour market, provided that these people have the professional and personal skills required to perform the tasks under the contract. The implementation of environmental education campaigns is also appreciated.

The level of detail and quality of the content and functioning of each of the deliverables included in the technical specifications will also be explored, as will the inclusion of the biodegradable organic fraction.

The tendering process will be open and the City Council will establish an expert committee that will be responsible for evaluating the quantifiable award criteria. The appointment of this expert committee will be made by the contracting authority after the tender deadline and is to be published in the contract profile.

The mayor, Ana Sala, pointed out that with these new specifications Calp "has the chance to become the cleanest municipality in Spain, an example of sustainability and environmental management".
