In today's plenary session, the start of the Strategic Environmental Assessment process for the selective modification of the PGOU (Land Use Plan) of the urban areas Morelló, Ifach, La Fossa and Saladar was decided. The process should establish new parameters that determine the type and volume of development in these sectors. The decision allows new building permits to be issued shortly. They have not been granted since last July.
The measure is based on the assumption that the diversity of plots has resulted in a variety of buildings; the larger the plots, the greater the building volume. This has led to a great variety of buildings in the immediate vicinity.
Now maximum and minimum values are set for the buildings. The measure provides for three plot sizes. In the case of Fossa, Morelló and Ifach, a building can now be constructed on plots of between 500 m² and 3,000 m²; two buildings can be constructed on plots of between 3,000 m² and 6,000 m² and three buildings can be constructed on plots of between 3,500 m² and 7,000 m².
As far as El Saladar is concerned, plots between 1,000 m² and 3,500 m² can accommodate one building, between 3,500 m² and 7,000 m² two buildings and between 7,000 m² and 10,000 m² three buildings. All plots of more than 10,000 m² require a detailed study.
The change decided on also promotes business: all ground floors up to the boundary of the site can have commercial and leisure premises that encourage pedestrian traffic.
The measure was adopted unanimously. Juan Manuel del Pino, City Councillor for Urban Planning, explains that the aim is "to introduce a new urban planning policy that will allow us to avoid certain buildings that disfigure our landscape and achieve homogeneity from an aesthetic and ecological point of view".
The plenary also adopted the rules of the Consejo Municipal de Inteligencia Turística, Desarrollo Económico Local y Sostenibilidad. In this office, the municipal politicians and technicians work together with private associations to debate proposals for the tourist development of the city and its environment.
Both the Socialist Group and Compromís voted against this proposal, while the composition of the Consejo Municipal was decided without consensus and implies a doubling of various functions and staff. Ana Salas, the mayor, explained that one of the first measures that the Consejo Municipal will study are on the acoustic conditions for the use of heavy machinery during the summer season.
During the plenary session, the entire City Council expressed its solidarity and support for all the cities affected by the DANA storm. The mayor announced that she would open the doors of her office every month on two afternoons for the citizens and their concerns and complaints.
